Given the direction Google has taken over the last 20 years, maybe that's for the best. I get this impression that people at Google are convinced that nobody could live without it for any length of time, and therefore don't approach these problems with any degree of urgency. If Google takes the time to methodically get their language model up to their own standards, then by the time they do it will either have to totally blow the competition out of the water (unlikely, since they're all fairly similar systems), or they will be seen as a completely irrelevant also-ran. I was picking up some food the other day, and the TV in the shawarma place was tuned to a local news station which was talking about ChatGPT. It's not just the researchers talking now. Whenever people think about AI they think about ChatGPT or Bing or any of the products that are actually out there. The problem there is that the social zeitgeist doesn't move at the rate of Google.
